Cobra is the leader of Sannoh Rengokai in the HiGH&LOW franchise and one of the central figures of the S.W.O.R.D. district. A former member of Mugen, he creates Sannoh with Yamato to protect their neighborhood and give their troubled friend Noboru a place to return to.
